Flow measurement system
In order to measure the transported product are being used 43 skids. The data provided by the MECI flow calculator for these measurement skids is forwarded to the SCADA system. Part of these measurement skids, and those at the oil pickup/ delivery points, are tax skids. According to the regulations of that time, they have model approval issued by the Romanian Bureau of Forensic Metrology and are periodically checked.
For the metrological checks of these skids, CONPET owns 4 volumetric provers, 3 of which are mobile and one fixed. The measurement uncertainty of these volumetric provers is 0.1%. They are periodically calibrated and CONPET also has Water Draw Units to gauge the provers. The system has a historic database that is internally developed and maintained by the company’s specialists.
The leakage detection and localization system
CONPET has a pilot project to detect and locate pipeline leaks. This is actually a new system of
supervisory control and data acquisition.
The data from this separate system (alarms, fault location, damage size, and certain process parameters) will be integrated into the SCADA and Automation System to optimize and simplify the system operating mode.
Historian System
For the specialists in the field, the historic process databases have become a necessity. All the recorded and stored process parameters lose their utility or become very difficult to use if you do not have the right tool to provide this flexibility for analysing large volumes of data. In the new ongoing project, CONPET will implement this historic database.
Dispatchers’ Training Room
CONPET staff regularly performs on-site training regarding the operation and maintenance of the SCADA System, Automation, Measuring Skids. For this purpose and in order to ensure full objectivity in the evaluation process, in the new project, a

new server will be installed in the SCADA network and connected to the Historian server for recording the data related to the training, diagnosis and testing activity. The exchange of data transmission and automation equipment, as well as the optimization of SCADA System based on the update of all related documents, their revision and the implementation of a “Historian” type data base within the SCADA System will enhance safety in the system operability, increase the possibility for analysis, automated and centralized reporting, will stimulate the effectiveness of surveillance and the archiving of the process parameters.
The maintenance, modernization and security of the National Transport System is our major concern and is being provided by proper maintenance programs, as well as by multiannual investment programs.
