Eugen Teodorovici underlined the fact that Romania will support the introduction of a pilot project in order to implement the reverse charging on a larger scale.
"We are convinced that a more inclusive approach would have served better the major interests and objects of the European Union and, even if we have sufficient evident to support the implementation of the reverse charging on a larger scale, Romania will support the implementation of a pilot, firstly, with the subsequent extension also to other entities. Our forecast shows that the results of this pilot will overcome even the most optimist expectations.
Thus, we are convinced that with the actual evidence and data, a new agreement will be found and a wiser policy will be implemented”, the Romanian minister of Finance has stated. He mentioned that, on the other hand, Romania was unjustly treated, criticized unjustifiably by some friend governments and publicly admonished regarding a series of themes which usually are exclusively approached in the context of a bilateral dialogue taking place in the diplomatic rules area.
“However, nevertheless, when it faced the previously mentioned side slips, Romania has never sacrificed the
fundamental interests of the European Union, for the sake of breaking news of for the sanctioning of a partner’s impoliteness”, Teodorovici also stated.
Romania has supported the proposal of the directive which allows the member states which comply certain conditions to temporarily apply, until June 30 2022, a generalized mechanism of reverse charging regarding the supply of goods and services which are over the invoiced amount of Euro 10.000.
In Romania, grains, mobile phones and real properties are just a few examples of products with reverse charging, this applicability was to expire on December 31 2018.
“A reform of the budget system – mandatory and of common sense!
The efficiency of the administrative act and the way in which the money are spent in the budget system, have been subjects the minister Eugen Teodorovici aimed at many times. The minister declared that a reform of the budget system is “mandatory and of common sense”, for an efficient administration.
Asked how this reform of the budget system will take place, Teodorovici has answered: “It depends on the case, as you can not apply the same measure on the entire horizontal”.
“Bilateral discussion will take
place when we will create the budget for 2019, speaking with each ministry separately. We are discussing with the largest sectors where public moneys is spent – Transportation, Healthcare, but also with other economic sectors. Economy, Energy, here there are many, many companies, and if we discuss each of them separately and in detail, its role and if its presence is justified nowadays in Romania, you will see that we will not find any pro arguments, but only cons.(....) In all the ministries, unfortunately, for years and years, these structures have been burdened I think it’s high time we say halt”, the chief of Finance explained. He repeated that all this will start with the staff assessment of the ministries which are high consumers of public funds, respectively “not only the ministry in itself with its own structure, but also the subordinate one, too.
“The minister comes with all the secretaries of state, with the chief of Economy, with everything they have as subordinates, and we have bilateral discussion. We have them for a night or two nights, it doesn’t matter. What I want from them is what this entire country wants: efficiency!”, Teodorovici underlined. He also stated that he can not be fooled as he knows the system: “I’m a man of the system, I come from the administration sector, it’s really hard to fool me, if not impossible!”
